US Supreme Court says SD can charge online sales tax

Governor selects three for teacher comp review

PIERRE — Gov. Dennis Daugaard has made several new appointments and re-appointed several people to state government boards and commissions.

Three new appointees to the state Teacher Compensation Review Board are Becky Guffin, of Aberdeen; Don Kirkegaard, of Pierre; and Tony Venhuizen, of Pierre. Their appointments took effect March 1. Their terms continue until March 1, 2021.

The state Senate recently confirmed Guffin as a governor's appointee to the state Board of Education. She is superintendent for the Aberdeen district's public schools.

The Senate also recently confirmed Kirkegaard as secretary for the state Department of Education. He previously was superintendent for the Meade district's public schools.

Venhuizen is the governor's chief of staff. Venhuizen and Guffin served on the governor's Blue Ribbon Task Force for teachers and students in 2015.

The task force's November 2015 report led to the Legislature in the 2016 session agreeing to increase the state sales tax to 4.5 percent from 4 percent for additional compensation to teachers and property tax relief.

The 2016 package also established the Teacher Compensation Review Board.

The law (1-45-39) says the board "shall review teacher compensation, including comparable wage indexes, in surrounding states at the completion of every three school years."

The law requires the board report its findings to the governor and the Legislature no later than Sept. 30.

Six legislators also are on the review panel.

From the Senate are Jim Bolin, R-Canton; Deb Soholt, R-Sioux Falls; and Troy Heinert, D-Mission.

From the House are Tom Holmes, R-Sioux Falls; David Lust, R-Rapid City; and Julie Bartling, D-Gregory.

Soholt and Heinert served on the 2015 task force.

In other actions:

• Jon Lauck, of Sioux Falls, and Francis Whitebird, of St. Francis, were re-appointed to the South Dakota State Historical Society trustees. Their new terms take effect April 16 and run until April 15, 2021.

• Kathleen Zander, of Pierre, was re-appointed to the state Transportation Commission. Her new term starts April 19 and runs until April 18, 2021.

• Lorin Pankratz, of Sioux Falls, was appointed to the Board of Massage Therapy. He succeeds Linda Zeller, of Pierre. His term began March 1 and continues until Oct. 30, 2018.
